Ethan Marcotte coined the term responsive web design and helped popularise it in his 2011 book. 
Web access from mobile devices has grown exponentially in the last few years, in order to keep up with so many new devices a new approach was needed.
Responsive Web design, in simple words A website is fit in all kinds of screen sizes , platform and orientation is termed as a responsive website. The practice consists of a mix of flexible grids and layouts, images and an intelligent use of CSS media queries.

Fluid Grids - Use of auto align elements and design which is automatically increase-decrease as per device height-width.
Media Queries - Use of media query code to compatible CSS code as per device height-width.
Responsive Images and Media - Use images with Responsive CSS code so images and media can adjust as per device height-width.

perspective ; and thus, Google will be less likely to rank that website for mobile.

We’ve all faced this — you visit a website from your phone and it doesn’t functioning properly or requires a lot of horizontal scrolling, zooming will definitely create a very poor user experience.

There will be a lot of debate happen on website responsiveness, but in my opinion responsive websites are far better for SEO than non responsive websites.

One of the demerit to non responsive websites vs. responsive web design is that there are many developers tend to put mobile versions websites on subdomains, which is very bad practice as per SEO standards.
